PAGCOR 2026 Online Betting Rules vs Old Licence: What Changed

PAGCOR's 2026 Online Betting Rules: The Short Version
PAGCOR dropped its revised online betting framework on 2 March 2026, and it is the biggest shake-up of Philippine i-gaming since the regulator split its licensing into the POGO and domestic online gaming streams. If you bet on sports, spin slots, or play live baccarat on a Philippine-licensed platform, three things changed: how much you can deposit, how fast you get paid, and how bonuses are structured.
The circular covers all domestic online gaming licensees — the offshore-facing POGO crowd is a separate track — and every operator under a Philippine Amusement and Gaming Corporation domestic licence had until 30 June 2026 to comply. That deadline has passed. If your site is still running the old bonus terms, it is operating outside the current framework.
This is the comparison that matters: what the old rules allowed versus what the 2026 framework now demands.
Deposit Caps: The Biggest Change for Casual Bettors
Under the previous regime, a licensed site could let you load as much as you wanted, whenever you wanted, with no hard ceiling tied to your account status. The 2026 rules put a number on it.
- Unverified accounts: maximum PHP 10,000 deposited per day, PHP 50,000 per month.
- Fully verified (KYC Tier 2) accounts: PHP 100,000 per day, PHP 1,000,000 per month.
- VIP/premium accounts (Tier 3, operator-certified): PHP 500,000 per day, PHP 5,000,000 per month.
The old setup had no tiers. You verified or you didn't, and the cap was whatever the operator's payment processor tolerated. Now the tier is baked into the licence condition, and every site has to enforce it at the cashier page — not at the payment gateway, at the cashier.
What this means in practice: if you want to move serious money, finish your KYC. A Tier 1 account is fine for a PHP 2,000 weekend sports parlay. It is useless if you are staking PHP 25,000 on a single PBA game.
Minimum deposits stayed operator-set, but the median across licensed sites is PHP 100 for e-wallets (GCash, Maya) and PHP 500 for bank transfer. That is unchanged from 2025.
Withdrawal Processing Times Are Now a Licence Condition
This is the part Filipino bettors have complained about for years, and PAGCOR finally wrote it into the rules. Previously, payout speed was a marketing claim. Now it is monitored.
Old regime (pre-2026)
- No mandated processing window.
- E-wallet withdrawals: 1–72 hours, operator's discretion.
- Bank transfers: 1–5 business days.
- Manual review could freeze a payout indefinitely if the operator flagged it.
2026 framework
- E-wallet withdrawals: maximum 24 hours from request, 95% of verified requests must clear within 6 hours.
- Bank transfers: maximum 3 business days.
- Any hold beyond 24 hours requires a documented reason and a written notice to the player within the same window.
- Operators must publish their payout SLA on the cashier page, not buried in the T&C.
Translation: the days of a site sitting on your PHP 15,000 for three days with no explanation are supposed to be over. The 95%-within-6-hours benchmark for e-wallets is the one to watch. A site that consistently misses it is a site PAGCOR is already looking at.
Bonus Wagering: Caps on Rollover and a Ban on the Worst Traps
The 2026 rules went hard on bonuses, and this is where the comparison gets uncomfortable for a lot of operators.
Under the old framework, wagering requirements were a free-for-all. You would see 40x, 50x, sometimes 60x rollover on a deposit match, with the bonus and deposit locked together and a 7-day clock. That is effectively unplayable on most slots and outright impossible on table games.
The new ceiling:
- Maximum wagering requirement: 35x the bonus amount (not bonus + deposit).
- Maximum time to clear: 30 days, up from the old industry-typical 7–14 days.
- Game weighting: slots must count 100%; live dealer and table games can be weighted as low as 10% but must be disclosed clearly.
- Max bet while clearing: operators can cap it, but the cap must be at least PHP 500 per spin/hand.
Take a concrete example. Old terms: PHP 5,000 deposit match at 50x on deposit + bonus = PHP 500,000 wagering in 7 days. New terms: 35x on bonus only = PHP 175,000 wagering in 30 days. That is roughly a third of the rollover with four times the time to clear it.
Free spins got attention too. A no-deposit free spin package must now disclose the maximum cashout (industry norm is PHP 3,000–PHP 5,000) before you claim it, not after.
Licence Numbers, Fees, and What to Check Before You Deposit
Every domestic online gaming licensee now carries a formatted licence number beginning with the prefix OGL-26- followed by a five-digit sequence, printed in the site footer and on the cashier page. The old certificates were renewed annually with a PHP 1,200,000 application fee plus a 2% gross gaming revenue remittance. The 2026 framework restructures that into a tiered remittance: 1.5% for operators turning over under PHP 500 million annually, stepping to 2.5% above PHP 2 billion.
Before you deposit a single peso, do this:
- Scroll to the footer and find the OGL-26-XXXXX number.
- Confirm the licence number matches on the cashier page and the T&C.
- Check the published payout SLA — if it does not state 24 hours for e-wallets, the site is not compliant.
- Read the bonus T&C and confirm the wagering requirement is 35x or lower on the bonus amount.
VIP tiers are also worth understanding because they interact with the deposit caps. Across licensed sites, the standard ladder runs Bronze (PHP 50,000 lifetime deposit) → Silver (PHP 250,000) → Gold (PHP 1,000,000) → Platinum (PHP 5,000,000). Tier 3 deposit privileges generally unlock at Gold. VIP cashback sits at 0.5% weekly at Silver, 0.8% at Gold, and 1.2% at Platinum, with dedicated host support typically starting at Gold.
How This Compares to the Old Regime, and What It Means for You
Strip it down and the 2026 framework does three things the old rules never did: it caps how much unverified players can lose in a day, it puts a clock on payouts, and it makes bonuses mathematically winnable.
For the casual bettor staking PHP 500 on a UAAP game, not much changes except faster withdrawals — which is the win. For the high-volume player moving six figures a month, the KYC tier system is now the gate. Get verified, climb the VIP ladder, and the caps stop being a problem.
The operators that lose out are the ones that built their margin on 50x rollover and three-day payouts. Those terms are gone. If you still see them on a site claiming a Philippine licence, that site is running on an old certificate, and your money is sitting in a jurisdiction that is no longer covering it.
PAGCOR has signalled the remittance percentages will be reviewed again in Q2 2027. For now, the 2026 rules are the ones in force, and they favour the player more than any framework that came before them.
